How NJ FamilyCare works for ABA therapy

NJ FamilyCare is New Jersey's Medicaid and Children's Health Insurance Program (CHIP). If your child is eligible, this plan covers applied behavior analysis (ABA) therapy for autism. But not every NJ FamilyCare plan has the same network of ABA providers. Your job is to pick a managed care plan that includes providers near you in Union County.

Step 1: Confirm your child's eligibility

Before you choose a plan, make sure your child qualifies for NJ FamilyCare. You can apply online through the New Jersey FamilyCare website or call the NJ FamilyCare helpline. If your child is under 3, ABA services may come through the New Jersey Early Intervention System instead. For children age 3 through 21, NJ FamilyCare covers ABA through the Children's System of Care, with PerformCare as the single access point. After age 21, coverage shifts to the Division of Developmental Disabilities (DDD).

Step 2: Pick a managed care plan from the four options

NJ FamilyCare gives you a choice of managed care plans. In Union County, these four plans are available:

  • Horizon NJ Health
  • Wellpoint
  • Aetna Better Health of New Jersey
  • UnitedHealthcare Community Plan

Each plan contracts with a different set of ABA providers. The same provider may be in one plan's network but not another. So your first practical step is to call each plan's member services department and ask for a current list of ABA providers in Union County. The plan must give you this information. Ask specifically for providers who are Board Certified Behavior Analysts (BCBAs) and who accept new pediatric patients for ABA therapy.

Step 3: Look at the Union County provider landscape

Union County has 52 ABA providers registered on the federal NPPES registry. That is a good number. But availability varies by town. The towns with the most providers are Union (9), Cranford (7), Clark (6), Westfield (6), Elizabeth (4), and Linden (4). Still, even if you live in a town with fewer providers, every municipality in Union County has at least one ABA provider within 7 miles. So distance is rarely a deal breaker. What matters more is which providers your chosen plan covers and whether they have open slots for new clients. Wait times are not published, so you will need to ask each provider directly when you call.

Step 4: Check your school district's role

Your child's school district may also be part of the picture if ABA is written into an Individualized Education Program (IEP) or a 504 plan. Union County has 17 school districts (including but not limited to): Berkeley Heights School District, Clark Township Public School District, Cranford Public School District, Elizabeth Public Schools, Garwood Boro, Hillside Public School District, Kenilworth School District, Linden Public School District, Mountainside School District, and Plainfield Public School District. If your child's IEP or 504 plan calls for ABA, the school district is responsible for arranging and funding those services. That is separate from NJ FamilyCare. But if you want private, clinic-based ABA outside of school hours, NJ FamilyCare is the payer. Some families coordinate both: school provides ABA during the day, and NJ FamilyCare covers after-school ABA at a clinic. Talk to your school's child study team to see what is already on your child's IEP.

Step 5: Use PerformCare for children age 3 to 21

For children age 3 through 21, PerformCare is the single access point for the Children's System of Care. You do not need to go through PerformCare to get ABA if your child already has a NJ FamilyCare plan and a diagnosis. But PerformCare can help coordinate services, including ABA, and can assist if you run into problems with your managed care plan. Keep their contact information handy. For children under 3, the New Jersey Early Intervention System handles evaluations and ABA services directly.

Things to ask before you commit

Once you have a shortlist of plans and providers, verify these details:

  • Is the provider accepting new patients right now? Do not assume yes. Call and ask.
  • Does the provider accept your specific NJ FamilyCare plan? Some providers accept Horizon but not UnitedHealthcare, or only accept certain plans.
  • How many hours of ABA does the plan authorize? NJ FamilyCare generally covers medically necessary ABA, but the number of hours is decided case by case. Your provider will submit a treatment plan to the plan for approval.
  • What is the process for getting a referral or prior authorization? Each plan may have a different form or phone number to call.

Acknowledge what we do not know

This guide does not include specific wait times, costs, or phone numbers for providers or plans because those numbers change often. The number of providers (52) is from the federal NPPES registry, but a provider registered there may not be actively taking new patients or may no longer work in the county. Always confirm directly. The four managed care plans listed are the ones NJ FamilyCare uses statewide, but plan availability in Union County could shift. Check the NJ FamilyCare website for the most current list.

Your next move

Start by calling Horizon NJ Health, Wellpoint, Aetna Better Health of NJ, and UnitedHealthcare Community Plan. Ask each for a list of ABA providers in Union County. Compare the lists. Then call two or three providers from each list. Ask about openings and whether they take your child's plan. Once you find a fit, enroll in that plan during the next open enrollment period or after a qualifying life event. If your child already has NJ FamilyCare, you can switch plans once per year during open enrollment or within 90 days of a qualifying event like a move or a new diagnosis. That gives you room to adjust if the first plan does not work out.
